Importing goods into Nepal is not as simple as placing an order and waiting for delivery. Between the regulations, documentation requirements, duty calculations, and customs procedures, there is a great deal that can go wrong — and a great deal that a knowledgeable customs agent can get right.

I am Damodar Bikram Thapa, a licensed customs agent in Nepal and the founder of United Customs Solution (UCS Nepal). Over the course of my work, I have helped importers — from small traders to large corporates — navigate the customs clearance process at Tribhuvan International Airport and land border crossings across the country.

In this post, I want to share five essential pillars of building a successful import business in Nepal, drawn from my direct experience working inside Nepal’s customs system every day.

Essential 01Master the Customs Procedures — or Work with Someone Who Has

Nepal’s customs framework is governed by the Customs Act and administered through the Department of Customs. Every import — whether arriving by air at TIA or by road through Birgunj, Banbasa, or Rasuwagadhi — must go through a defined clearance process involving declaration, valuation, assessment, and release.

For a new importer, the complexity of this process is easy to underestimate. Procedures differ by cargo type, point of entry, and country of origin. Mistakes made at the declaration stage can result in cargo holds, penalties, or mis-assessed duties that are difficult to recover later.

Practical advice: Engage a licensed Customs House Agent (CHA) from the outset — not after problems arise. A good agent becomes your customs department, so you can focus on running your business.

Essential 02Get Your Documentation Right — Every Time

If there is one area where import businesses in Nepal consistently run into trouble, it is documentation. Customs clearance in Nepal requires a precise set of documents, and even minor errors — a mismatched description, an incorrect quantity, a missing certificate — can bring the entire process to a halt.

The core documents required for most imports include:

  • Commercial Invoice (with accurate value, quantity, and description)
  • Packing List
  • Airway Bill (AWB) for air cargo, or Bill of Lading for sea/road cargo
  • Certificate of Origin
  • Import License or relevant permits (depending on the goods category)
  • Cargo Insurance Certificate
  • Any sector-specific NOC (e.g. for pharmaceuticals, food products, or electronics)
Documents that are accurate, complete, and submitted on time are the single most reliable way to avoid customs delays in Nepal.

A licensed customs agent will review your documents before submission, catch discrepancies that would otherwise cause holds, and ensure your filing through NECAS (Nepal Customs Automated System) via ASYCUDA World is clean and complete from the start.

Essential 03Use a Licensed Agent for End-to-End Clearance

Customs clearance is not a one-step transaction. From the moment your goods arrive at the port of entry to the moment they are released into your possession, there are multiple touchpoints — declaration filing, duty assessment, physical or document-based inspection, payment, and release. Each stage has its own timeline and requirements.

A licensed customs agent manages this entire process on your behalf:

  • Filing your Bill of Entry (Pragyapan Patra) correctly through NECAS/ASYCUDA
  • Accurate HS code classification to ensure correct duty assessment
  • Liaising with customs officers during inspection or query stages
  • Calculating and facilitating duty payments
  • Coordinating release and delivery of your goods post-clearance

The value of having an experienced agent physically present at the customs point — particularly one based directly opposite TIA Customs, as we are at UCS Nepal — cannot be overstated. Issues that would take days to resolve remotely are often handled in hours when your agent is on the ground.

Essential 04Optimize Your Customs Duty — Legally

Customs duty in Nepal is determined primarily by the HS code (Harmonized System code) assigned to your goods and Nepal’s applicable tariff schedule. But duty optimization goes beyond just getting the classification right — it involves understanding the full landscape of applicable rates, exemptions, and trade agreements.

Nepal is a signatory to several trade frameworks, including SAFTA (South Asian Free Trade Area) and bilateral agreements that may provide preferential duty treatment for goods originating from specific countries. Many importers are unaware that they qualify for reduced duty rates and end up overpaying — sometimes significantly.

Key levers for duty optimization: correct HS code classification, accurate declared value, applicable treaty or preferential rate claims, and sector-specific exemptions. A customs agent with deep knowledge of Nepal’s tariff schedule can identify savings that a general importer would miss entirely.

Duty optimization is not about cutting corners — it is about making sure you are not paying more than the law requires you to pay.

Essential 05Stay Compliant — Continuously

Nepal’s customs regulations are not static. Duty rates, classification rules, import restrictions, and documentation requirements change — sometimes without much advance notice. An import business that was fully compliant six months ago may be inadvertently non-compliant today if it has not kept pace with regulatory updates.

Ongoing compliance means:

  • Staying current with the annual Nepal Customs Tariff (updated each fiscal year)
  • Monitoring Department of Customs circulars and notifications
  • Updating import licenses and sector permits before they expire
  • Maintaining accurate records of all past declarations for audit purposes
  • Understanding Nepal Rastra Bank (NRB) foreign exchange regulations related to import payments

Working with a customs agent who treats compliance as an ongoing responsibility — not just a one-time filing task — is one of the most valuable investments an importer can make.

Building Your Import Business on a Solid Foundation

Importing into Nepal is a genuine opportunity — for traders, entrepreneurs, and established businesses alike. But the difference between an import operation that runs smoothly and one that is constantly fighting customs delays, penalties, and cost overruns usually comes down to one thing: the quality of the customs expertise behind it.

At United Customs Solution (UCS Nepal), we work with importers across sectors — from IT hardware and industrial machinery to food products and medical supplies — providing licensed, end-to-end customs clearance services from our office in Sinamangal, directly opposite Tribhuvan International Airport Customs.

If you are setting up an import business in Nepal, or looking for a more reliable customs partner for your existing operations, I would be glad to speak with you directly.
